The least expensive spot that has great rooms is Bill’s Gamblin Hall & Saloon (formerly Barbary Coast).

I’ve visited Las Vegas 19 occasions and have stayed at the very best (Encore, Venetian) and worst (Westward Ho, Circus Circus) on the strip.

Stay away from the bottom tier hotels – Excalibur, Imperial Palace, Tropicana
But the middle tier will be best – MGM, NY NY, Monte Carlo would be be excellent = close to the airport and clean & secure.
