The hotels with the best blackjack odds are not on the strip or near the Excalibur. The hotels with the lowest limits are El Cortez, Fiesta Rancho, Four Queens, Golden Nugget, Gold Spike, and Las Vegas Club.
To get to these hotels downtown, take the Deuce (bus) from the MGM Grand (across the street from the Excalibur to downtown)

Try the Four Queens, they have $5 blackjack at night and $3 during the day. And the cocktail waitresses come around to the tables very often. It’s downtown, just cross the Strip from the Excalibur and look for a bus stop. You’ll take the Deuce bus downtown.
The Excalibur is on the strip. Most of the casinos on the strip have higher minimums and only pay 6 to 5 on blackjacks. You will find some lower minimums at the Imperial Palace on the strip, but again it is only 6 to 5.

I am assume that you are meaning the tables with the lowest limits rather than the cheaper ones as the odds are worse on mnay of the $5 tables which does not make them cheaper. Free drinks generally come round more frequently to higher limited tables on the cheap ones generally the lesser the resort the more free drinks (the exception being Wynn and encore). You get far more frequent drink service downtown at all the casinos (except Golden Nugget) there you get drinks coming as quick as you can drink them.
Most strip casinos (even Bellagio) have $5 tables at slow times but you are more likley to find them outside these times at Tropicana (has at least one $5 BJ table 24/7) Excalibur, Rviera, Circus Circus, Imperial Palace, Sahara and of course Casino Royale and O’Sheas.
If you go Downtown then you get $3 tables and better drinks service you need to tip to get free drinks and the more you tip the more often the drinks will flow.

Try Slots-a-Fun (across from the Riviera, on the Circus Circus property). They advertise $1 blackjack. However, there is usually a long wait to get on any of these tables because of the low limits. As for free good drinks, all casinos have free good drinks. Also, most casinos on Fremont Street have $2 blackjack.

Railroad Pass on the way to Boulder City has $1 bj tables. Was out that way the other day. All are fair on drinks. Bet and they will bring you beverages. You know how to tip and they will return.
